Sparking long-term revitalization through placemaking. THE CHALLENGE With the strategic acquisition of the Seven Seas Cannery site, the City of Delta held a unique position in making significant improvements to Ladner Village waterfront. While previous revitalization plans proposed more aggressive redevelopment of the waterfront, a growing awareness of challenges (posed by geotechnical and jurisdicational constraints, among others) – as well as the need to accommodate more significant flood protection within waterfront designs – prompted a re-examination. THE RESPONSE MODUS led an interdisciplinary team – including urban designers, coastal marine engineers, landscape architects, transportation planners and land economists – to advance the work of the Ladner Village Revitalization Committee: the renewed vision for waterfront revitalization was premised on a practical response to waterfront conditions with specific strategies for: activation and connectivity of a new public plaza; accommodation of flood protection measures; reallocation of space within the street right-of-way for active transportation; and longer-term phased implementation of waterfront redevelopment sites. Recognizing redevelopment of the waterfront as foundational to overall Village revitalization, MODUS also led a concurrent update to Official Community Plan, aligning policy to actively support and unlock opportunities for thoughful growth and investment in Ladner Village.
