Empowering Residents to Lead Community-Based Climate Action.
THE CHALLENGE
Prior to the COVID-19 pandemic, the City of Victoria began developing a Climate Champions Program to build a network that would promote community-led climate action, but it was put
on hold due to the pandemic.
Since then, the City has shifted toward other initiatives like home retrofit programs and awareness campaigns, recognizing that more grassroots approaches are needed to improve climate literacy and empower residents to influence action within their own networks.
THE RESPONSE
MODUS was hired by the City of Victoria to develop a Climate Action Champions Program to mobilize grassroots community action to address the challenges posed by the climate crisis and to meet objectives from the City’s Climate Leadership Plan. This involved the creation of a citizen action guide and toolkit containing information on climate science basics and actions that any Victoria resident can take to address climate change, specifically as it relates to home retrofits. The groundwork laid by this project will be used as a starting point for future climate action champion program modules focused on other climate action topics such as sustainability.
