Surrey Dog Off-Leash Area Strategy

Supporting the evolution of Surrey’s off-leash areas.



THE CHALLENGE

In 2012, the City of Surrey’s Parks, Recreation and Culture (PRC) Department developed a ten-year strategy to guide decision making on the planning and development of Dog Off-Leash Areas (OLAs) and supporting amenities for Surrey residents. The existing strategy required and update as many of the objectives have been achieved and new challenges have emerged over the last 10 years, including a growing population, changing demographics and other contextual shifts.





THE RESPONSE

MODUS supported the City of Surrey and Lees & Associates by engaging residents on priorities, needs, and concerns about Dog Off-Leash Areas (OLAs) and drafting strategy recommendations. This public input was incorporated into a final strategy that establishes a clear, 10-year path for guiding Surrey’s dog amenities and services.
