THE CHALLENGE

As the City of Kamloops was developing its new Downtown Plan, they required specialized expertise to guide the urban design and public engagement components. To ensure the final plan reflected the community's aspirations and addressed complex urban issues, the City engaged MODUS to lead and develop two critical elements of the process: an interactive design charrette and a comprehensive set of Design Guidelines.

THE RESPONSE

As part of the charrette, the MODUS team delivered a public lecture and design workshops over multiple days to create a compelling vision for the future of Downtown Kamloops. MODUS translated community, stakeholder and staff priorities for the future of Downtown Kamloops into a vision. The Downtown vision presented a compelling future for Downtown Kamloops that reconciled many long standing issues related to public realm improvement, redevelopment of key sites, circulation and major amenity programming within the downtown. The Downtown Plan was adopted in a unanimous vote by Council in December 2019. Included in the plan were short, medium and long-term improvements. Soon after adoption, the City implemented a ‘pilot’ road closure plaza project - test the Plan’s ‘low hanging fruit’ and create momentum for its implementation and further strengthening community support.
