Researching below-market housing precedents to inform Langley’s Zoning Bylaw update.
THE CHALLENGE
As part of an ongoing update to its Zoning Bylaw, the City of Langley required evidence-based research and recommendations on below-market housing. To guide their decision-making, City Council needed clear, supporting information on housing policies and best practices, particularly regarding the redevelopment of purpose-built rental properties.
THE RESPONSE
MODUS conducted a targeted review of policies from nine comparable municipalities across the region, including Abbotsford, the Township of Langley, New Westminster, Burnaby, Surrey, Maple Ridge, Richmond, Port Moody, and North Vancouver. Drawing on this precedent research, MODUS developed tailored recommendations for implementing inclusionary zoning and density bonusing. This included strategic advice on which geographic areas within the City would be best suited for applying these two housing tools.
