Analyzing land use policy to advance the Township of Langley’s Climate Action Strategy.

THE CHALLENGE

The Township of Langley sought support to review and align strategic policy documents and bylaws to support the recently adopted Climate Action Strategy. Adopted in 2021, the Climate Action Strategy includes a wide range of actions across 8 topic areas. Within the “Leadership & Integration” topic, the first action item is to review and align strategic policy documents and bylaws to support climate action.

THE RESPONSE

MODUS supported the Township of Langley in reviewing all of its documents, including the Township’s Official Community Plan, Neighbourhood and Community Plans, and Zoning Bylaw, to assess their effectiveness at addressing the climate crisis. As part of this process, MODUS developed a climate policy analysis tool that was used to assess and score policy alignment with the Township’s climate goals, identifying gaps, and revealing conflicting directions. The results of this review and analysis were compiled into a summary of key findings and recommendations on how to better align the community’s land use and planning documents with the Township’s overall climate strategy.
