Turning Data and Community Input into Long-Term Housing Scenarios.
THE CHALLENGE
The Province of British Columbia introduced new legislation requiring local governments to implement several major changes to key land use planning tools. In response, the District of North Vancouver took on several pieces of work related to updating their Official Community Plan (OCP) and Zoning Bylaw. MODUS, in partnership with Licker Geospatial Consulting (LGeo), supported the District with the development of several future land use scenarios, intended to explore how 20-years’ worth of housing need could be provided for through updates to the OCP.
THE RESPONSE
MODUS led staff through a rigorous, months-long scenario planning exercise, bolstered by a data-driven decision-making process and geospatial modeling. This included a baseline assessment of current conditions, policy, and data; development of the spatial model by LGeo workshops with staff and leadership to develop, test, and refine scenarios; production of graphs, maps and illustrations; and summary content for Council and the Public. MODUS also provided staff with support to gather feedback from the public on the three scenarios. This included feedback and recommendations on the District’s engagement approach, coordination and facilitation of online and in-person events, and data analysis and engagement summary report writing.
