Long-Range Vision for a Climate-Friendly Neighbourhood

An international visioning process for a climate-friendly future.
THE CHALLENGE
The area around 22nd Street SkyTrain Station is one of the last low-density neighbourhoods near a train station in the region. In 2019, the City declared a climate emergency and outlined seven bold steps for climate action. Within this context, the City called for a long-term vision to set a path to transform this neighbourhood into a high-density, climate-friendly area where everyone can thrive.
THE RESPONSE
To create this long-range vision, MODUS led a dynamic planning process that included extensive community input, an international ideas challenge (with over 80 submissions from 15 countries), engagement with students of all ages, a multi-day design workshop, and collaboration with key interest holders. These inputs were woven with technical expertise, guidance from staff, Council, and Provincial Housing Legislation, and input from local First Nations to create a long-term vision and plan for the neighbourhood. The vision was unanimously endorsed by New Westminster’s Mayor and Council in 2024.
