Strategic planning in the complex system of wild salmon recovery and resilience.
THE CHALLENGE
The Pacific Salmon Foundation (PSF) is a non-profit organization and a registered charity founded in 1987. The organization is dedicated to the conservation and restoration of wild Pacific salmon and their habitats in B.C. and the Yukon. Despite nearly four decades of leadership in salmon stewardship, wild salmon populations continue to decline. This ongoing decline, and changing climate and governance conditions, has led the PSF to reassess its strategic direction and identify new strategies for salmon recovery and resilience.
THE RESPONSE
MODUS led a strategic planning process to understand how and where PSF can focus its resources most effectively within a complex system. Taking a participatory approach, we built on insights from across the organization and its partners throughout the process.
In phase one, MODUS facilitated interviews with key staff and board members to understand the current context. Through phase two and three, we convened a workshop with external salmon knowledge holders to identify system-wide gaps and opportunities, and two staff retreats helped to surface and refine strategic priorities. In Phase four, a board retreat provided a space to test and refine the draft plan.
The resulting strategic plan introduces a clear theory of change, and outlines opportunities for PSF to protect and enhance pacific salmon populations.
