Co-Creating a Master Plan for One of BC’s Largest and Longest-Standing Social Housing Communities.
THE CHALLENGE
Skeena Terrace is one of the largest subsidized housing developments in BC, with approximately 600 tenants living in 232 units spread across 10.8 acres on the eastern edge of Vancouver. Due to the age of the existing buildings and infrastructure, which require extensive and ongoing repairs, BC Housing decided to explore how the site could be redeveloped to better meet the needs of current and future tenants.
THE RESPONSE
MODUS, alongside a team led by Perkins&Will, supported BC Housing with the multi-phase planning, engagement and design process that established a master plan and subsequent rezoning application to redevelop the site.
Our team lead the tenant, interest holder and public engagement component of the project. We also provided community planning and process design support to ensure that tenant and community aspirations were thoughtfully integrated into a project that is highly sustainable, healthy, resilient, and provides a range of quality affordable housing options.
Once completed, Skeena Terrace will include nearly 2000 units of social housing, a childcare facility, at-grade retail, and an abundance of public and semi-public open space.
